5. Roles and Responsibilities

Overview

This module examines the different roles involved in the modelling process and the importance of collaboration between technical experts, policymakers, programme implementers, and partners. Participants explore how responsibilities are distributed across the modelling lifecycle and identify good practices for ensuring transparency, accountability, and effective engagement.

Delivery Plan

This module is comprised of one main activity. However, we split the delivery over two session—one during the in-person block and one during a virtual session.

Practical Exercise

Exercise Title: Stakeholder Role Mapping

Instructions:
Using the provided template, participants work in groups to map the priority level for involvement of different stakeholders across the key steps in the modelling process. Priority levels are assigned from 1 (lowest) to 5 (highest), to indicate how important it is for that stakeholder to be involved in the corresponding activity.

During the plenary session, the facilitator guides the group discussion to identify who the potential stakeholders are and do a worked example of the first modelling project stage.

For this exercise, we have grouped the process of a modelling project into four stages. Each stage has 5-6 activities associated with it.

  1. Problem formulation

  2. Data conceptualisation and model inputs

  3. Model development and validation

  4. Scenario formulation and results

Example stakeholders: Decision-makers, Modellers, Ministry of Health, NaMP Management, NMP Implementers, Health staff, Other ministries, Advisory bodies, Disease specialists, Community leaders, NGOs, Private sector

Facilitator Guidance

  • Encourage participants to reflect on their own institutional roles

  • Reinforce that successful modelling requires continuous engagement, not one-off consultation

  • Highlight the importance of shared ownership and communication
